Capacity building is a process by which individuals, groups, organizations, institutions, and countries develop their abilities, individually and collectively, to perform functions, solve problems and achieve objectives. A nation's ability to develop more sustainably depends on the capacity of its people and institutions to understand multifaceted environmental and developmental issues, so that they can make the right development choices.
Local authorities have a key role to play in making sustainable development a reality. They play a vital role in educating and mobilizing the public around issues of importance. By consulting citizens, businesses, and industrial organizations within their communities, local and municipal authorities can assist in finding solutions to many pressing social, economic, and environmental problems.
MCSDP provides technical assistance in planning, designing, and implementing institutional strengthening, human development, and capacity building activities for community, municipal, national, and private institutions and organizations. MCSDP adopts a "governance" approach to building capacity, and contends that an individual's skills can only be effectively developed when the interrelationships within the system as a whole, including the institutional context and the external environment, are taken into account.
